On the 14th of March, the senior official of the Tibetan Autonomous Region briefed on the situation, noting that a handful of people in Lhasa engaged in beating, smashing, looting and burning, disturbing the social order and harming the safety of life and property of the people. Ample evidences have shown that what has happened was organized, premeditated, and elaborately-planned by the Dalai clique, which has aroused strong indignation and condemnation of the Tibetan people of all ethnic groups. Concerned authorities of Tibet are taking effective measures and appropriately handling the matter according to the law. However, a small number of people and some media outside China are engaged in creating rumors out of thin air and making slanders. Upon the instruction of the Chinese Government, I would like to brief you the following information in order to put it in a right perspective and help you understand better the truth of the situation. First, in the past few days, a handful of people attacked policemen who were on duty in the streets of Lhasa. Then they engaged in beating, smashing, looting and burning. Over 30 buildings including several schools, hospitals, banks, shops and over 100 residential houses were set on fire. Dozens of civilian and police vehicles were burned. 10 innocent people were burned or chopped to death by those people, and 12 policemen sustained major injuries. The above-mentioned facts have proven that this handful of people brutally trampled peace and harmed human lives. They are not at all staging "non-violent protest". Second, to maintain social stability and safeguard safety of life and property of the people, the concerned authorities of Tibetan Autonomous Region of China took measures to handle the situation according to the law. Those who executed their duties to maintain law and orders have excised high restraint, without using weapons. There was no such thing as "cracking-down". It is the duty of the government to protect the safety of life and property of its citizens. These measures are totally in line with the law and truly welcomed and supported by the people at the grass roots. Third, there are enough evidences to show that this was organized, premeditated, and elaborately-planned scheme by the Dalai clique. Its evil motive is to provoke disturbances in the sensitive period of time, create incidents and even blood shedding events, so as to pressurize the Chinese government, disrupt the Beijing Olympic Games, and undermine social and political stability and harmony in China. Fourth, 49 years ago, democratic reform was carried out in Tibet and tens of thousands of serfs were emancipated. During the past 49 years, with the support of the central government and the people, tremendous changes have taken place in Tibet. The political stability, economic development, national unity, and remarkable improvement of people's living standard have been achieved in Tibet. The freedom of religion and the rights of education, health care, sanitation, and culture of the Tibetan people are fully guaranteed. The Chinese government is fully capable of maintaining the social stability of the Tibetan and safeguarding the safety of life and property of the Tibetan people of all ethnic groups. The schemes conspired by the Dalai clique to undermine the stability and harmony of Tibet are going against the will of the people and doomed to failure. We hope that the Indian friends can see clearly the nature of those instigating and conspiring activities of the Dalai clique which aim at splitting China and disrupting Beijing Olympic Games, and not believe the rumors created by the Dalai clique and anti-China forces, maintain an objective and correct stand, and avoid any irresponsible words and acts. |
